POLITICAL EXILES
INTRODUCTION
Protecting Those Forced to Flee. Defending the Right to Live in Freedom.
Political exiles are individuals who have been compelled to leave their country because of persecution, politically motivated prosecution, threats to their safety, or the exercise of their human rights and fundamental freedoms. Exile often results in the loss of family connections, livelihoods, community, identity, and security, while exposing individuals to new legal, social, economic, and psychological challenges. At the Confederation for Democracy and Human Rights (CDDH), we are committed to protecting the rights of political exiles, supporting their safety and dignity, and promoting durable solutions that enable them to rebuild their lives in freedom. The Political Exiles Programme is dedicated to protecting individuals forced into exile because of their peaceful political opinions, human rights work, journalism, civic engagement, or other legitimate activities.
Guided by the principles of human dignity, international protection, solidarity, equality, and respect for fundamental rights, the programme works to ensure that political exiles have access to protection, justice, and opportunities to participate fully in the societies where they seek refuge. Our work addresses a broad range of issues affecting political exiles, including forced displacement, asylum and international protection, legal status, family separation, transnational repression, discrimination, barriers to employment and education, digital surveillance, psychosocial wellbeing, and long-term integration. Through research, monitoring, documentation, advocacy, legal engagement, policy dialogue, capacity building, and international cooperation, CDDH promotes effective protection for political exiles while addressing the root causes of forced exile. By combining evidence-based research, strategic advocacy, institutional engagement, and international partnerships, the Political Exiles Programme contributes to a world where individuals fleeing political persecution are protected, their rights are respected, and they are able to live in safety, dignity, freedom, and hope.
OUR STRATEGIC PRIORITIES
Protecting Political Exiles and Promoting Durable Solutions
The Political Exiles Programme is committed to protecting individuals who have been forced to flee their countries because of political persecution, human rights advocacy, peaceful civic engagement, journalism, or the legitimate exercise of their fundamental freedoms. CDDH believes that every political exile has the right to safety, dignity, international protection, and the opportunity to rebuild a secure and meaningful life free from fear, persecution, or reprisals. Our strategic priorities are designed to strengthen protection for political exiles, address the consequences of forced displacement, combat transnational repression, and promote durable solutions based on international human rights and refugee law.
Our priorities include:
- Promoting the protection of political exiles in accordance with international human rights, refugee, and asylum standards.
- Supporting access to asylum, complementary protection, relocation, resettlement, legal status, family reunification, and other international protection mechanisms for political exiles at risk.
- Preventing and responding to transnational repression, intimidation, surveillance, harassment, and reprisals targeting political exiles.
- Strengthening legal assistance, psychosocial support, family reunification, and access to essential services.
- Promoting social inclusion, education, employment opportunities, and long-term integration while respecting the identity and dignity of political exiles.
- Monitoring and documenting violations affecting political exiles to strengthen advocacy and accountability.
- Engaging governments, regional organisations, United Nations mechanisms, and civil society to strengthen protection frameworks and international cooperation.
- Supporting legal, policy, and institutional reforms that reinforce the rights, protection, and inclusion of political exiles.
Through these strategic priorities, CDDH works to ensure that political exiles receive effective protection, enjoy their fundamental rights, and are able to participate fully in society without fear of persecution or discrimination. By strengthening protection systems, promoting international solidarity, and advancing durable solutions, the Political Exiles Programme contributes to societies where individuals forced into exile can live in safety, dignity, freedom, and hope while continuing to contribute positively to their communities and the defence of human rights.
AREAS OF ACTION
Protecting Political Exiles Through Comprehensive Action
The Political Exiles Programme works across a broad range of strategic areas to protect individuals forced to flee political persecution, strengthen international protection, promote durable solutions, and safeguard their rights and dignity. Through research, monitoring, documentation, advocacy, legal assistance, protection services, policy engagement, and international cooperation, CDDH develops practical, evidence-based solutions that address both the immediate needs of political exiles and the structural factors that force people into exile.
Our principal areas of action include:

Together, these areas of action enable CDDH to provide comprehensive protection for political exiles while strengthening international cooperation, promoting accountability, and addressing the root causes of political persecution and forced displacement. Through strategic partnerships, evidence-based research, legal expertise, and international engagement, the Political Exiles Programme contributes to a world where those forced into exile are protected, respected, and empowered to live in safety, dignity, freedom, and hope
OUR APPROACH
A Protection-Centred Approach to Supporting Political Exiles
The Political Exiles Programme adopts a comprehensive, protection-centred, and rights-based approach to supporting individuals who have been forced to flee their countries because of political persecution, human rights advocacy, peaceful civic engagement, journalism, or the legitimate exercise of their fundamental freedoms. CDDH recognises that political exile is not merely a consequence of persecution but a continuing human rights challenge that often exposes individuals to insecurity, family separation, legal uncertainty, discrimination, and transnational repression. Our approach combines international protection, emergency assistance, relocation support, legal assistance, advocacy, research, monitoring, documentation, policy engagement, capacity building, and international cooperation. By integrating these complementary areas of work, we respond to the immediate protection needs of political exiles while addressing the structural causes of forced displacement and strengthening long-term solutions.
Through this programme, we:
- Promote access to asylum, complementary protection, emergency relocation, resettlement opportunities, legal status, and other international protection mechanisms.
- Monitor, document, and analyse cases of political persecution, forced exile, transnational repression, arbitrary deprivation of nationality, and other human rights violations affecting political exiles.
- Support legal assistance, family reunification, access to justice, and the protection of the rights of political exiles under international human rights and refugee law.
- Strengthen protection against transnational repression, digital surveillance, intimidation, harassment, and cross-border reprisals.
- Promote psychosocial wellbeing, social inclusion, education, employment opportunities, and sustainable integration into host communities.
- Support legal, policy, and institutional reforms that strengthen international protection systems and safeguard the rights of political exiles.
- Engage governments, National Human Rights Institutions, regional organisations, United Nations mechanisms, and international partners to strengthen protection and international responsibilitysharing.
- Build strategic partnerships that promote solidarity, innovation, knowledge sharing, and coordinated action for the protection of political exiles worldwide.
Our work is guided by the principles of human dignity, solidarity, non-discrimination, independence, participation, accountability, confidentiality, and respect for internationally recognised human rights and refugee protection standards. We are committed to ensuring that every intervention places the safety, dignity, rights, and long-term wellbeing of political exiles at its centre. Through this integrated approach, CDDH contributes to a world where individuals forced into exile because of political persecution are protected, supported, and empowered to rebuild their lives in safety, freedom, dignity, and hope while continuing to contribute to democracy, human rights, and peaceful societies.
ADVANCING THE RIGHTS AND PROTECTION OF POLITICAL EXILES
Protecting Those Forced to Flee. Restoring Hope. Defending Freedom.
At the Confederation for Democracy and Human Rights (CDDH), we believe that no one should be forced to abandon their home, family, or country because of political persecution, peaceful activism, journalism, human rights work, or the legitimate exercise of fundamental freedoms. Political exile is a profound human rights issue that demands international solidarity, effective protection, and durable solutions. The Political Exiles Programme is designed to create lasting impact by strengthening international protection systems, supporting political exiles throughout their journey, promoting accountability for persecution, and advancing policies that safeguard their rights and dignity. Through evidence-based action and strategic engagement, we work to transform international protection standards into practical solutions that respond to the realities faced by political exiles around the world.
Through this programme, we seek to:

- Support family reunification and facilitate access to healthcare, education, employment, housing, and other essential services.
- Protect political exiles from transnational repression, intimidation, surveillance, harassment, abduction attempts, and other cross-border threats.
- Strengthen legal assistance, psychosocial support, and long-term integration while preserving the dignity, identity, and rights of political exiles.
- Monitor and document cases of political persecution, forced exile, arbitrary deprivation of nationality, and related human rights violations.

Our impact extends beyond providing protection. By strengthening international protection systems, promoting accountability, supporting durable solutions, and fostering international solidarity, CDDH contributes to a world where political exiles are protected, respected, and empowered to rebuild their lives in freedom, dignity, and security. Through research, advocacy, legal engagement, protection services, capacity building, and international cooperation, the Political Exiles Programme works toward a future where every individual forced into exile because of political persecution can live safely, participate fully in society, and continue contributing to the advancement of human rights, democracy, and the rule of law.
